Scope:  TIPSS-4 Small Business is an IT support services multiple award, Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract, for the IRS to maintain and update its large portfolio of tax systems.  The scope of work for the MBOSS principal task area shall include all aspects of strategic business services.  The work shall include, but is not limited to, the following:

Program/Project Management

Communications and Change Management

Performance Work Statement (PWS) & Statement of Objective (SOO) Writing

Earned Value Management (EVM) Support

Case Studies

Business Process Re-engineering

Customer Relationship Management

Data Management

Technology Evaluation

Knowledge Management Support

Service Oriented Architecture Support

Enterprise Life Cycle (ELC) Management

Training (Knowledge Transfer)

Requirements will be defined at the task order level, under which Cost Reimbursement, Fixed Price, Performance Based, and Time & Material task orders may be issued.  Each requirement and cost/pricing arrangement will be negotiated on a task order by task order basis.
